What does “under the jurisdiction” mean in the Fourteenth Amendment?

If it means “all people contained in our borders,” then what was the point of including it? The Amendment would mean the same thing if it was omitted in that case.
So if it does NOT mean “all people contained in our borders,” then what does it mean?
If it excludes only diplomats, where are the words in the Fourteenth Amendment that say only diplomats are excluded?
If it excludes diplomats, why doesn’t it exclude ALL foreign citizens?
